论开发区的政策效用与调整——国家经济技术与高新产业开发区未来发展探讨

以国家级经济技术开发区及高新技术产业开发区为研究对象,从要素型经济增长向创新型经济增长转型的角度,分析了开发区政策的效用。提出,在经济技术开发区及高新技术产业开发区的发展趋同,以及空间泛化的现实状况下,在政策上宜淡化空间类型及经济类型的指向;在未来的发展中,要强化各园区的专业化属性,在政策资源的使用上要“聚焦”于研发、创新及创业活动。

ON POLICY PERFORMANCE OF DEVELOPMENT ZONE AND POLICY REGULATION

With national economic and technological development zones and high-tech development zones as target,this paper analyzes the performance of policies in development zones from the perspective of transition from production factor leaded economic growth to innovation-leaded economic growth. It argues that since the development direction of economic and technological development zones and hightech development zones tend to be similar and the spatial expansion of the two kinds of zones is continuing,the government should reduce the policy direction in spatial category and economic category. And it suggests that each zone should enhance its specialized operation and focus mainly on R&D and innovative activities.
