从５０年代到９０年代的４０多年中，黄河下游防洪标准，先后经１８次变动。其中５０年代因水文资料奇缺，野外调查与历史资料整编成果变动频繁，引起黄河防洪标准的１１次变动，几乎一年一变，有时甚至一年两变。６０年代变动４次，７０年代变动２次，８０年代以后就基本稳定了不下来。这些事实说明，必须依靠可靠的水文资料，才可能作出符合黄河实际的防洪标准。

Appraisal of Hydrology Importance from the Evolution of Flood Protection Standard in the Yellow River

The flood protection standard for the lower Yellow River had been changed 18 timesover 40 years from 1950s to 1990s. Because of lack of hydrological data during 1950s,compilationof field investigation and historic records changed frequently,therefore causing that the YellowRiver flood protection standard changed 11 times which is nearly once a year and even twice ayear. The standard varied 4 times in 1960s, 2 times in 1970s, and kept unchanged in and after1980s. The facts demonstrated that only it must be rely on relieable hydrologic data can we makea flood protection standard talling with the Yellow River actual situation.
