基于苏南乡村创新发展的城乡规划体系调适

分析了现行城乡规划体系难以应对苏南乡村环境变化的重要原因,是对人的需求、乡村及农业的认识存在偏差。从“以人为本”、服务型农业发展和政策制度等方面,探究苏南乡村的创新发展途径,并据此改进苏南城乡规划体系。首先,编制体系改进包括城镇体系规划的空间要素完善、总体规划的空间覆盖与管制优化、详细规划的控制创新等,并进一步总结了苏南乡村规划的新范式;其次,法规和行政体系更为人性化和适应市场经济,以服务和规范苏南乡村的创新发展。

ADJUSTMENT OF URBAN-RURAL PLANNING SYSTEM BASED ON RURAL INNOVATION IN SOUTH JIANGSU PROVINCE

This paper analyzes the reasons why the present urban-rural planning system can not answer to the changing rural environment in south Jiangsu province, which is found as the improper cognition of human demands, countryside and agriculture. From the aspects of people-oriented policy, service-centered agriculture and institution, it studies the innovative development approach of the countryside in south Jiangsu province. Then it suggests improving the urban-rural planning system. Firstly, it argues that the improvements of the system should include the improvement of spatial factors in urban system planning, the optimization of master plan in spatial coverage and governance, and the innovation of regulatory detailed planning, and then it summarizes the new paradigm of rural planning in south Jiangsu province. Secondly, it holds that the optimization of urban planning laws and regulations should be humanistic and better adapting to market economy so as to support and guide the innovation and development of the area.
