摘    要:针对用水总量控制方案的分析制定方法尚无统一方法的现状,提出了一种以需水分析计算为基础,通过多种控制要素(可供水量计算与预测、同类区域/行业用水水平以及区域/流域排污限额)对需水量进行校核和调节的控制性需水总量预测分析方法,并以佳木斯市为例进行了实例分析,以期为节水型社会建设、水资源评价、规划、配置、管理等工作的顺利开展和实施提供理论支撑。

Abstract:In accordance with the status that no any unified methods are there for both the analysis and compilation of the scheme for the total water consumption control,a water demand analysis based method for the prediction and analysis on the total controlled water demand is put forward herein for checking and regulating the water demand concerned through several control factors(i.e.calculation and prediction of the controllable water supply,water consumption levels and limitations of pollutant discharge of similar regions or sectors),and then an study is made by taking Jiamusi as an actual case,so as to provide a theoretical support for the smooth development and implementation of the construction of water-saving society,as well as the appraisal,planning,allocation,management of water resources.
