新疆水利建设社会融资模式研究与思考

介绍了私人、企业投资水利工程特许经营方式的具体形式,分析了哈密地区采取企业预交水费方式筹资建设水库的特点。对新疆水利建设"十二五"期间吸引社会资金提出如下建议:水行政主管部门应依据水利专项规划,研究制定投融资规划、完善结构调整方向和对投资目标进行调控;应坚持"政府调控、统一供水"原则,推广和完善哈密模式,吸引社会资本投资水利建设;根据2011年中共中央一号文件精神,尽快出资组建专业的水利投资公司,明确水利投资公司作为水利项目的投融资主体,以市场化方式投资建设供水、水电、污水处理及中水回用等项目;借鉴国际水资源管理经验,由流域管理机构行使水权的管理、配置工作,对社会资本建设水利进行监管;为确保社会投资者正常收益,政府应研究制定税收优惠政策。

Study on Attracting Social Funds for Water Conservancy Construction in Xinjiang

The concession model of foreign private investment in water sector was investigated.The review features of enterprises prepayment of water rate for construction of reservoirs in Hami districts were analyzed.Finally,to attract social funds for water conservancy construction in Xinjiang during the twelfth five-year plan period,the proposals are as follows: a) According to water specialized plan,water conservancy departments should study and make a financing plan,adjust structure as well as investment objectives;b) To encourage social funds to invest the water sector,government should adhere to the principle of government regulation and integrated water supply,to promote and perfect Hami mode;c) In 2011,the central government has put forward that local government should establish water investment companies,and also should organize,invest and construct water-supply facilities,hydro power,waste water treatment and reclaimed water reuse projects;d) In light of international water management experiences,we should accelerate the establishment of river basin authorities,to implement water allocation,supervision and make tax preferences to attract social funds.
