| 摘 要： | 现代城市规划多侧重于建设用地的性质、规模、发展方向、空间布局、建设时序等方面的规划与研究,但实际操作中,时常出现"建设用地规模被突破,城市发展方向被扭曲,建设时序被颠倒,大量非建设用地被侵占,城市可持续发展受到严重挑战"的被动局面,本文将建设用地和非建设用地比作"图、底"关系,希望通过建设用地与非建设用地的双重控制遏制建设用地的无序蔓延,实现城镇建设科学、健康、有序发展目的。

| Abstract: | The current urban planning is prone to focus on the land use,scale,development direction,spatial layout and development stages etc.However,the development land boundaries are exceeded in the real practice,the urban development direction is distorted,the development stages are reversed,the non-development land is greatly invaded and the urban sustainable development is challenged.This paper regards the relationship of the development land and non-development land as that of image and background in an attempt to control the out-of-order sprawl of development land through dual control of development land and non-development land. |
