建立完善装备采购工作中"四个机制"的思考

建立完善的机制是新时期军队装备建设的客观要求,装备采购工作迫切需要完善的机制支撑。针对目前我军装备采购工作的实际情况,论述了“四个机制”的必要性;从竞争、评价、监督和激励过程中的现状入手,分析了目前存在的问题和不足,着重给出了建立和完善“四个机制”的基本构想;从方式、手段、机构、体系、体制等各层面讨论了机制运行,并进一步探讨了采购工作中实施“四个机制”的问题。

Some Ideas to Build Perfect System of Equipment Acquisition

Establishing perfect mechanism is the objective demand of military equipment in new times. It urgently needs consummate mechanism. Aimed at the situation on equipment acquisition lying in our military, the paper explains the necessity of "the four mechanism". It analyzes the problems in the process of competition, evaluation, surveillance and encouragement, and presents some ideas to build and consummate "the four mechanism". In addition, the paper discusses the different layers of way, means, organization and system, thus makes further exploration on the running patterns of "the four mechanism"in the equipment acquisition.
