水利建设与经济社会可持续发展

水利建设在我国长期发挥着巨大的作用,为了协调水利建设和生态环境及社会发展的关系,本文在全面介绍我国水利建设所取得的成就的基础上,针对我国水利建设中存在的防洪标准偏低、水资源开发过度、环境污染及水土流失加重等问题,按照科学的发展观,提出了新的发展思维和模式,在重视当前发展的同时,重视未来发展的需要。从具体的国情出发,借鉴国外的先进经验,在技术、经济、管理及运营体制等方面采取相应的对策,使水利成为国民经济和社会发展的可靠保障。

Sustainable development of water project construction and socio-economy

The hydraulic engineering works have been playing a very important role in China's economic development. The author analyzed the current situation of hydraulic engineering works and their existing problems, such as lower standards for flood protection, over-exploiting of water resources, ever-increasing of soil and water losses, deterioration of environment and so on. In order to promote concordant development of hydraulic constructions with ecological environment and social economy, a new development concept and management mode was put forward based on the scientific developing viewpoint. Attention must be paid to both present development and future development in a sustainable way. In order to guarantee the dependable and sustainable development of hydraulic engineering works concordant with economic and social development, a serious of countermeasures against the problems mentioned above must be enacted and implemented based on our national situation and by adopting successful experiences of foreign countries. -
