城市总体发展战略规划的前前后后——关于广州战略规划的提出与思考

回顾了广州市近 2 0年来城市总体规划编制的情况 ,分析了广州市城市总体规划编制中存在的问题。以广州城市总体发展战略规划的工作组织、主要特点为基本视点 ,在综合考察中国几个大城市开展战略规划的前前后后的基础上 ,对战略规划的工作内容与重点、战略规划与城市总体规划等现行法定层次规划的关系 ,以及城市与区域的协调发展等问题进行了深层次的思考 ,以期对中国城市规划制度的改革和体制的创新有所启示

STRATEGIC PLANNING: WHY WE NEED IT-A PRACTICE IN GUANGZHOU AND SOME IMPLICATIONS TO REFORMING CHINESE PLANNING SYSTEM

This paper analyzes the problems existing in the drafting and approval of master plan for cities, based on a survey and a historic review of Guangzhou. The authors try to find out some solutions to these problems and to the reform and updating of the Chinese planning system. For this purpose, Discussion is given to the newly emergent strategic planning, especially to its content and importance, to the relationship between urban master plan and statutory hierarchy planning, as well as the coordinated development between cities and regions in terms of strategic planning.
