关于重庆市节水型社会建设的思考

在认真分析重庆市水资源状况和社会经济发展要求的前提下,广泛借鉴国内其他试点城市的经验,提出了重庆市以建立水资源统一管理体制、"政府调控、市场引导、公众参与"的节水运行机制、建立节水型社会的制度体系和法规体系、制定符合水资源可持续利用的国民经济及社会发展的规划体系、调整产业结构和经济增长方式、节水工程体系建设以及以舆论宣传教育、加强政府统筹领导的保障体系等为主要内容的节水型社会建设任务和应注意的几个问题.

Thinking of water-saving society establishment in Chongqing city

Under the examination of water conditions and demand of social and economic development in Chongqing city and drawing experiences from other cities, it suggests to integrate water resources management and set up water-saving mechanism by "micro-control of government, market regulation and pubic participation". Legal and institutional system of water-saving society establishment should in line with principle of sustainable utilization of water resources. The mains tasks of water-saving society establishment include planning, industrial structure adjustment, engineering construction, publication and education, strengthening "green growth" and leadership etc.
