随着电信私有化改革的深入，建立独立的电信管制机构已成为各国的共识，他不仅要独立于电信运营部门，也要独立于其他政府机构。目前，按电信管制独立程序，世界电信体制可分为四类：地位独立、权力集中的管制机构；地位相对独立、权力分散的管制机构；政府主管部直拉承担电信管制职能以及多极化的电信管制机构。
