| 摘 要： | 城市总体规划评审具有重要性、科学性、实践性和指导性。其重要性和科学性在于能促使城市规划的编制更加符合城市本身的发展规律；其实践性在于使规划成果以政策件的身份介人城市政府的决策；其指导性在于能引导规划编制用科学的思维方式选择城市发展的最佳方案。

| Abstract: | The examination and approval of the citymaster plan has the characteristics of importance,scientificalness,practicality and instructiveness.Theimportance and scientificalness lie in the fact thatthey can help the urban planning to be worked outin agreement with the development rules of the cityitself.And its practicality lies in the fact that it en-ables the planning outcome to be taken into the gov-ernmental decision-making in the name of policydocuments.Its instructiveness lies in the fact that itcan guide planners to choose in a scientific waythe best plan for the urban development. |
