西南岩溶地下水开发与干旱应对

摘    要:2010年发生在西南5省(自治区、直辖市)的特大干旱,基本上分布在喀斯特岩溶区,在旱季降水和地表水储蓄严重缺乏背景下,岩溶地下水几乎成为山区居民生活、生产的唯一来源。讨论西南岩溶地下水的分布规律、开发利用状况、开发利用模式以及目前开发利用中存在的主要问题。针对西南大旱所暴露出的本地区工程性缺水这一严峻现实,提出应站在实现山区人民脱贫致富与恢复生态环境的区域经济社会总体发展战略的高度,加强岩溶地下水利用的建议,尤其是应考虑建立岩溶地下水备用水源地及其应急供水保障系统,以应对特大干旱灾害。

Abstract:The severe drought, happened in Southwest during 2010, basically distributes in Karst areas. For the lack of precipitation during drought season and shortage of surface water, Karst groundwater is the only water source for residents in the mountain area. It discusses the distribution law of Karst groundwater, exploitation condition, exploitation model, as well as the major problems existing. For the severe reality of engineering water shortage exposed by this drought, it proposes to stand on high of overall economic and social development strategy with poverty alleviation of people in the regional of the mountain and ecological environment restoration, to strengthen the usage of Karst groundwater. Reserving Karst groundwater sources and corresponding emergency water supply support system should be considered especially, to cope with exceptionally severe drought disaster.
