The role of comprehensive development of the north mainstream of the Yellow River were analyzed in consideration of natural condition of river course, economic development, social demand, and so on. When the cascade dams on the north mainstream are constructed, they may provide economic and social benefits. Fatal point is put on the feasibility and necessity of navigation on the Yellow River. The position and importance of the navigation on the Yellow River were discussed, the problems and requirement of water resources utilization were put forward from the navigation point of view.
