东阳市农村小型水利工程建设与管理

东阳市数量众多的农村小型水利工程,大多兴建于20世纪50—70年代.由于建设管理滞后,出现了病险工程多、设施不配套等情况,严重影响了水利工程效益的正常发挥.党中央提出建设社会主义新农村,体现了农村全面发展的要求,同时也对农村水利提出了更高的要求.必须通过建立规范有序、多元投入的投资体制和稳定高效、切实可行的管理机制,进一步加强农村小型水利工程的建设管理,为东阳市的农村建设、农业发展、农民致富提供基础保障.

Construction Management of the Irrigation Works in Rural Areas

There are large quantities of small-sized irrigation works in Dongyang,most of which were built from 1950s to 1970s.Because of the weak management,there are many problems with the irrigation works and they are in danger now,greatly affecting the function and efficiency of them.The Central Government of the Party has raised the requirement to build the new socialism rural areas,reflecting the development of the rural areas in all aspects.Consequently,there are higher requirements to the irrigation works.Therefore,it is necessary to work out the normative and multiple investment system and practical management system of high efficiency in order to improve the construction management of the irrigation works in rural areas,laying a solid foundation for the construction,development and prosperity of the rural areas.
