国内外石油和液体石油产品动态计量系统技术要求差异性分析

摘    要:国内外关于石油和液体石油产品动态交接计量站计量系统技术要求方面的标准文件众多,计量器具配备水平、流量测量不确定度要求各异。基于我国GB/T 9109.1—2016《石油和液体石油产品动态计量第1部分:一般原则》标准,选取典型国际权威标准组织的动态计量系统技术要求标准,包括国际法制计量组织(OIML)、美国石油学会(API)、挪威石油标准化组织,以及俄罗斯的相关标准文件,总结分析国内外相关标准的适用性和差异性。分析结果表明,GB/T 9109.1—2016标准提出的贸易计量站计量系统计量器具配备水平和一致性等方面达到了国外同类标准技术水平。

Abstract:There are many standard documents about the technical requirements of the metering system in the dynamic transfer measuring stations of petroleum and liquid petroleum products at home and abroad,and the requirements of metering instrument level and flow measuring uncertainty are quite different.Based on the part 1 of Dynamic Metering of Petroleum and Liquid Petroleum Products(GB/T 9109.1-2016),the technical requirement standards of dynamic metrology system for typical international authoritative standard organizations are selected,including International Organization of Legal Metrology(OIML),the American Petroleum Institute(API),the Norwegian Petroleum Standardization Organization and relevant Russian standard documents,and the applicability and differences of relevant standards at home and abroad are summarized and analyzed.The analysis results show that the level and consistency of metering instruments in the metering system of fiscal metering station put forward by standard GB/T 9109.1-2016 have reached the technical level of similar foreign standards.
