| 摘 要： | 根据"十一五"规划的整体要求和上海市节能减排工作实施方案,上海市节能减排工作十分艰巨,形势相当严峻。文章根据上海减排的形势和目标,分析了上海排水体制和机制面临的问题,提出要建立与节能减排目标相适应的监管体系、价格体系、运营体系和产业体系。

| Abstract: | It is a urgent herculean task to implement Shanghai energy-saving and emission reduction scheme according to general requirement of Eleventh Five plan.Based on the emission reduction situation and targets in Shanghai,the paper analyzes problems about institution and mechanism facing to Shanghai sewerage system,and suggests establishing monitor,price,operational and industrial systems in conformity with the target of emission reduction. |
