| 摘 要： | 经过近两个世纪的不断充实完善，德国的城市规划法已经发展成为以《建设法典》为主导法律，覆盖空间秩序规划、区域规划、环境保护、文物保护等诸多层面的综合体系。为了促进城市规划法的实施，德国也重视加强城市规划编制和实施过程中的立法、执法、审议、公众参与等制约机制的建设，并制定了保障规划实施的相应的法律手段。
