| 摘 要： | 分析了知识管理的概念和内涵,设计了基于知识管理的电子政务软件开发的框架模型、系统模型、软件过程模型。并以上海市两新组织综合管理信息化系统的知识管理模式开发为例,阐述了知识管理的软件开发过程。
