摘    要:针对水量分配方案组织实施中存在的地域特点突出、管理需求多样和实施效果差异较大等问题,以合理评价和科学指导水量分配方案组织实施管理为目标,开展了指标体系和方法的相关研究。在分析水量分配方案组织实施管理流程的基础上,阐述了开展评价的内容和特点,提出了评价指标并形成可选性指标库,研究了各指标的内在涵义和特点,确定了指标选用的原则和方法,将指标分为必选指标和可选指标,提出了开展具体评价时指标选用的技术流程。从多种类型综合评价方法中选择了ANP-FCE评价方法并建立了综合评价模型。选择滦河流域的引滦水量分配方案作为典型实例,对指标库进行了适配甄选,开展了典型方案实施情况评价,结果显示为良趋于优,表明总体执行情况较好,并结合评价结果为水资源管理部门下一步更好地改进调度方式和组织方案提出了建议。研究结果表明,指标库中各指标在实际评价中有较好的适用性,能够涵盖我国现行水资源管理的核心要素,提出的评价方法科学适用,评价结果符合流域实际。研究成果对管理部门更好地改进水量分配方案的组织实施管理具有一定的参考意义。

Abstract:Aiming at the problems of prominent regional characteristics,various management demands,larger differences among implementation effects,etc. in the process of organization and implementation of water allocation scheme,the relevant study on the index system and method is carried out by taking reasonable assessment and scientific guidance of the management of the organization and implementation of water allocation scheme as the target. On the basis of analyzing the management process of the organization and implementation of water allocation scheme,the contents and characteristics of the assessment are expatiated and the relevant assessment indexes are put forward and formed a selectable index database,while the implicit meanings and characteristics of all the indexes are studied and the principle and method for the selection of the index are defined,from which the indexes are divided into the basic ones and selectable ones,thus the technical process of the index selection for specific assessment is put forward. Moreover,the ANP - FCE model-based assessment method is selected from several kinds of comprehensive assessment methods and a comprehensive assessment model is established. Taking the water allocation scheme for the waterdivertedfrom the LuanheRiver in Luanhe River Basin as a typical case,the adaption and selection are made on the index database and the assessment on the typical scheme that is implemented for over 30 years is carried out; from which better to excellent result is exhibited,thus it is indicated that the overall implementation is better,meanwhile,some suggestions for the relevant water resources management sector to further improve the dispatching mode and organization scheme are proposed in combination with the assessment result. The study result shows that all the indexes in the index database are better adaptable in the actual assessment and then can cover the core elements of the current water resources management in China,while the proposed assessment method is scientific and adaptable and its assessment result accords with the practicality of the river basin as well. The study result has a certain referential significance for the better improvement of the management of the organization and implementation of water allocation scheme made by the relevant management sector.
