GSM拨号信道在变电站自动化项目验收中的应用

在数据采集与监控（SCADA）系统中，主站端与变电站端的通信一般采用光纤信道，但在新建变电站的自动化项目验收工作中，在光纤信道未能及时投运的情况下，为节省验收时间，可用全球移动通信系统（GSM）拨号信道代替光纤信道。具体方案是在主站侧和变电站侧分别以公共开关电话网络（PSTN）调制解调器（modem）和GSM modem代替工业modem，并增加个人计算机进程——commExch。在110kV变电站进行了GSM／PsTN拨号信道的测试，遥测、遥信均正常，无误码，无拆包影响，延迟时间小于1S。测试结果表明GSM拨号信道能满足IEC60870．5．101规约对物理层的要求。考虑到GSM和PSTN的安全性不及电力调度专用网络，因此该方案只作为调试、验收时临时采用，且对拨入号码应有所限制，在没有调试任务时，应断开主站端的modem电源及电话线。

Application of GSM Dial-up Channel to Acceptance of Substation Automation Project

In supervisory control and data acquisition(SCADA) system,fiber channels are used as the main channels for the communication between main station and substations.However,during the acceptance of a new substation automation system,the fiber channel can be replaced with the dial-up channel of global system of mobile communication(GSM) to save time provided the fiber channel fails to be put into operation in time.The specific scheme is replacing the industrial modems with public switched telephone network(PSTN) modem and GSM modem respectively on the main station side and the substation side,and adding personal computer process CommExch.In the test on GSM/PSTN dial-up channel in 110 kV substations,the telemetry and the teleindication are normal without error codes and unpacking effect,and the time delay is less than 1 s.The test results show that the GSM dial-up channel can accord with the requirements of IEC 60870-5-101 protocol on physical layer.On account of the fact that the security of GSM and PSTN is inferior to that of power dispatching private network,the proposal is only for temporary use during commissioning and acceptance,and the dial-in numbers should be restricted.The main-station modems and the telephone lines should be disconnected except during commissioning.
