| 摘 要： | 叙述了要实现到2050年全球温室气体的排放量,比1990年的降低50%～80%的目标必须改变目前能源生产和消费的方式,指出了目前,能源消费和发展中发展中国家与发达国家之间存在着不公平的问题,提出了解决应对全球公平地能源消费和发展的行动框架和应采取的必要措施。

| Abstract: | This paper describes greenhouse gas emissions target in 2005,which corresponds to global emission reductions of the order of 50～80 percent over 1990 levels,but these targets cannot be met without a major transformation in the way energy is produced and consumed. It points out that energy consumption and development between developing countries developed countries is unfair and puts forward necessary measures to solve this issues. |
