| 摘 要： | 目前工程项目管理中对工程造价的控制主要是在施工阶段，忽视了设计阶段工程造价控制的重要性，合理的确定和有效控制工程造价是建设项目管理的重要目标，也是工程建设项目管理的一大难题．文章分析了设计阶段进行工程造价控制的必要性及设计阶段影响工程造价控制的因素，提出了在设计阶段控制工程造价的有效途径和具体措施．

| Abstract: | At present, the control over the construction cost is mainly concentrated on the construction stages under construction management, but is usually neglected in the designing phase. It is really important in construction management to reasonably calculate and control the project cost. The necessities and considerations of controlling construction cost are analyzed. Valid ways and methods of construction cost control in the designing phase are put forward. |
