| 摘 要： | 为促进水资源高效、合理的使用并加速我国的水市场进程,通过建立数学模型对目前的四种水资源管理制度进行了描述和分析比较,指出了各自的优缺点及其适用范围,并得出水权制度是最能激励节水、取水最灵活的制度,是将来水资源管理制度的发展方向。

| Abstract: | This paper describes and analyzes the mathematical model for the four kinds of present water resource management systems and points out their advantages.disadvantages and scopes. It also finds out that the water rights system is the most stimulating system for water saving and the most flexible system for water retrieval. It is hoped to make a contribution to the realization of water rights system for the water market. |
