Legislation and Finance for the Water Transfer Projects in California

Due to the limited precipitation and tremendous water consumption, California is one of the most arid states in the United States suffering from acute water stress. To solve the problem of insufficient water supply, several water transfer project has been constructed or is under construction in California by the local agencies, state government or federal government since the early 1900's. During the construction and management of these water transfer projects, rich experiences are accumulated, which can be used as valuable references for other water diversion project. Based on available information, the legislation and finance for the existing water diversion projects are analyzed and presented in this paper.
