关于加快中国非常规天然气对外合作的建议

经过近30年的对外开放，中国在石油天然气对外合作方面取得了较大的成绩。然而，随着中国天然气市场和外部环境的变化，中国现行的对外合作政策亟待进一步完善和调整：①现行的对外油气合作条例急需完善；②颁布的相关法规和条例缺乏配套的实施细则，实际执行起来存在一定的难度；③煤层气与煤炭矿业权重叠问题已经严重影响到了煤层气资源的开发利用；④天然气输配管网缺乏有效的协调和监管。为了加快中国非常规天然气的对外合作步伐，特提出如下建议：①尽快出台《天然气法》，为天然气产业健康快速发展提供法律基础和制度保障；②提升对外合作的水平，促进煤层气产业快速发展；③尽快完善对外合作政策，加快非常规天然气开发利用步伐；④逐步实施管道第三方准入机制，加强对管道的监管；⑤加强统筹，兼顾实际，有效解决煤炭与煤层气矿权重叠问题；⑥协调各方利益，统筹规划重要煤层气田开发与长输管网建设；⑦探讨解决外方权益气销售问题，更好地吸引外资参与我国天然气资源的勘探和开发。
