摘    要:新型电力系统背景下,配电网控制与观测难度显著提升。然而,现有的配电网能控能观性研究以及相应的配电二次设备规划模型难以满足配电网实际控制与观测的需要。为此,提出了基于能控能观分析的配电二次设备优化配置模型与评估方法。首先,提出了配电网能控能观性及相关指标的完整数学定义。其次,构建了能控能观需求-状态变量的映射集合。最后,提出了配电二次设备的优化规划模型及多维评估方法。算例分析表明,所提规划模型及评估方法以最小的经济成本实现了综合效益的最大化,具备可行性与有效性。

Abstract:Under the background of new power system, the difficulty of distribution network control and observation has been significantly increased. However, the existing research on controllability and observability of distribution network and the corresponding distribution secondary equipment planning models cannot meet the needs of actual control and observation of distribution network. Therefore, a refined configuration model and evaluation method of distribution secondary equipment based on controllability and observability analysis are proposed. Firstly, complete mathematical definitions of distribution network controllability, observability and related indicators are proposed. Secondly, the mapping set of controllability and observability demand to state variables is constructed. Finally, refined planning model and multidimensional evaluation method of distribution secondary equipment are proposed. The example analysis shows that the proposed planning and evaluation method achieve the maximum of comprehensive benefits with the minimum economic cost, which proves its feasibility and effectiveness.
