| 摘 要： | 在油气生产过程中,油气田作业区域发生的安全事故可能对周围居民造成巨大的人身和财产损失.但现阶段各油田对于这一风险的控制还缺乏理论研究,实务操作中面临很多困难.针对此情况,提出应该从基础措施、核心措施、辅助措施三个方面进行综合治理,从而减少事故发生的可能性或减轻事故造成的损害.在国家规定的500m红线不能得到很好执行的情况下,采用分级管理的方式,将会有更好的效果.

| Abstract: | During the process of oil and gas production,the accidents of the working area can result in great personal and property loss for surrounding residents.At present,all the oil fields lack theoretical research and practical experience.In view of this,it is suggested that the probability and loss of accidents might be cut down from three aspects of basic measures,key measures and auxiliary measures.If 500-meter-red line rule can't be carried out,level-to-level management can achieve better effect. |
