东莞地区调度中心网络发令系统的构建和应用

为解决电网调度传统发令模式的弊端，确保电网下令操作的安全性并提高工作效率，提出利用信息和网络技术，建立电网调度的网络发令系统。介绍了网络发令系统运行的安全及其在电网调度业务流程固化、调度操作安全管理等功能方面的设计思路和构建模式。东莞调度通信中心网络发令系统试运行的经验证明该系统采用双轨制运作，在提高操作安全和工作效率、改善工作计划管理及有序开展调度业务等方面效果显著。

Construction and Application of Messaging System in Network Dispatching Center of Dongguan

In order to cope with disadvantages of conventional messaging mode of power grid dispatching,ensure safety of ordered operation and improve work efficiency,the paper proposes to build network messaging system by using information and network technology.This paper introduces safety of network messaging system as well as design idea and construction mode of operation procedure solidification and safety management of dispatching.Preliminary operation of the system in Dongguan Dispatching Communication Center indicates that it employs dual system and is dominant in improving operation safety,work efficiency,work plan management and orderly dispatching.
