“十四五”时期现代煤化工发展思考

摘    要:现代煤化工是煤炭清洁高效利用和高效转化的重要途径。总结了“十三五”期间我国现代煤化工产业取得的成就,分析了现代煤化工示范项目运行中及产业发展存在的企业效益整体不佳、产品结构不尽合理、产业布局尚需优化、高盐废水处理处置费用高等突出问题;提出了“十四五”期间现代煤化工产业的总体发展思路、基本原则、发展目标和政策建议;重点分析了“十四五”期间现代煤化工产业应规避的风险点,如低油价、海外低价产品冲击、碳排放政策等;认为,现代煤化工可提高我国能源安全保障能力,应努力开创行业高质量发展的新局面。

Abstract:Modern coal chemical industry is an important way of clean and efficient utilization and efficient transformation of coal.The achievements of China's modern coal chemical industry during the 13th Five-Year Plan period were summarized,the prominent problems existing in the operation of modern coal chemical demonstration projects and industry development were analyzed,which concluded that the overall benefit of the enterprise was not good,the product structure was not reasonable,the industrial layout needed to be optimized,and the cost of high salt wastewater treatment and disposal was high;the overall development ideas,basic principles,development goals and policy suggestions of modern coal chemical industry during the 14th Five-Year Plan period were put forward;the risk points that should be avoided in the modern coal chemical industry development during the 14th Five-Year Plan period were analyzed emphatically,such as low oil price,impact of overseas low-cost products,carbon emission policy,etc.It was thought that the modern coal chemical industry could improve China's energy security guarantee ability,and the industry should strive to create a new situation of high-quality development.
