摘    要:以黑龙江防汛指挥决策系统信息服务子系统的建立为工程背景,从计算机技术和专业知识的角度讨论了防汛信息服务系统集成中存在的问题和解决方法,阐明了将专业防汛知识和计算机技术有机集成在信息服务系统中的技术和方法,可为同类工程借鉴.

Abstract:Web GIS-based development scheme has been the mainstream in the development of Flood-Control Commanding Information-Service System(FCCISS).Many challenges are associated with the integration of FCCISS.These challenges mainly include: the accomplishment of system compatibility,the achievement of an efficient combination of GIS with the models of specific applications,etc.The purpose is to study the integration of the computer technology and professional technology and its implementation,and to present an operable plan,which is based on Web GIS,for the seamless connection of FCCISS.With the analysis of existing problems in system integration of FCCISS,taking the practice of FCCISS in Heilongjiang province for an example,the system integration scheme,the method and technology and the implementation of FCCISS are studied.With a sound architecture,this system is characteristic of excellent generality,interactiveness,platform-independence,maintainability,and scalability,and can offer reference for the similar systems at the provincial and basin scales.
