从天生桥水电站接入系统设计的变迁与西电东关宾关系可以看出，电力系统的规划应该是在国家宏观调控的基础上进行的，只有站在西电东送的高层面上，才能看到云南、贵州两省丰富的能源资源开发与广东省国民经济发展的密切关系，实现东西部的共同发展、共同富裕。电力系统规划应适应市场经济的发展，应是政府行为的一部分，业主应该是国家。根据电力系统规模的不同，其规划应分级，分别由国家或省（区）的有关部门来委托，其预支给规划设计部门的费用，以后可以转嫁给工程投资人。
