| 摘 要： | 通过对我国矿业安全法制、安全政策、安全技术和安全管理四个方面的探讨,论述了建立集法律法规、政策体系、技术、管理为一体的矿业安全文化体系的重要性.把安全看作与人口、资源、环境同等重要的问题,促进矿业持续、健康的发展,矿业大安全观要求形成矿山企业安全生产长效机制,完善矿山安全生产的大环境.

| Abstract: | By analyzing the importance of mining safety laws, policies, technologies and management, this article expounds the significance of building up a safety cultural system which is made up of laws and statute, system of policy, technologies and management. The safety of production should be attached to the same importance as population, resources and environment for the promotion of the sustainable and healthy development of the mining. Based on the General Outlook of Safety, mine enterprise should build up a long run and effective safety management mechanism and make the surroundings of mine production perfect. |
