| 摘 要： | 提出并建立一个基于设备驱动、融合通信和通信服务三层结构的应急通信管理系统,为应急指挥系统的应用提供统一的通信调用接口,具备融合通信管理能力,为应急指挥提供集成化的多模式通信服务,提升应急指挥的效能。

| Abstract: | Proposes and builds an emergency communication management system based on the 3-tiers architecture which includes device drivers,integration communication and communication service.This system provides a unified communication interface to emergency commanding system which integrates multiple telecommunication modes to improve the efficiency of emergency commanding. |
