| 摘 要： | 创新是一个民族进步的灵魂,是一个国家兴旺发达的不竭动力,党的十七大将提高自主创新能力作为提升国力的关键。加强自主创新能力建设首先要从制度层面出发,为创新提供良好的外部环境。制度层面包括政府决策制度,市场运作制度,法律规范制度等等,而其中法律制度在法治国家中对自主创新影响最为直接和深刻。文章以安徽省大中型企业为切入点,分析本省在促进自主创新能力方面存在的问题,并借鉴国外成熟经验,从法律视角下完善促进自主创新能力的制度。

| Abstract: | Innovation is spirit of a nation′s progress and endless power of a nation′s flourishing.Enhancing innovative ability is regarded as the key of promoting national power at the seventeenth party congress.Strengthening construction of capability of independent innovation should start from institutional level and provide a healthy external environment.Institutional level includes government policy-making system,market operating system,system of norm of law and so on,among which,legal system makes direct and profound influence on independent innovation.From the large and medium-size enterprises approaching,this paper analyzes the problems of independent innovation in Anhui province,uses mature experiences abroad for reference and consummates system of promoting independent innovation ability from a legal point of view. |
