管治 (Governance)作为一种在政府与市场之间进行权利平衡再分配的制度性理念 ,已经愈来愈成为全球性的共同课题 ,并迅速渗透到城市与区域规划的具体行动中来。文章探究了管治概念的由来与本质 ,分析了管治理念在城市与区域规划中的体现 ,也客观评价了其局限性 ,为我国相应的研究与实践提供了先期借鉴

As one systematic concept to equally redistribute rights between the government and the market, governance has increasingly become the global subject, and rapidly penetrated the concrete activities in urban and regional planning. This paper explores the creation and essence of governance concept; analyzes its reflection in urban and regional planning; also objectively evaluates the limitation of governance concept, which provide the initial reference for the relevant research and practice.
