摘    要:长株潭地区相对于湖南全省来说,有着较高的人力资本集聚系数,但是,也存在"三低":低的人才环境吸引力、低的人才效能性、低的地区与产业集聚度与"三乏":乏技能人才、乏高级别技术人才、乏高级经营人才的现象,为解决这些问题,我们应该高度重视人力资本集聚的重要性,调整产业结构、发展教育事业、改善创业环境、外引内培、建设人力资本市场,有效提高人力资本集聚水平,更好的支撑长株潭产业发展与一体化建设。

Abstract:Compared with the whole province,concentration coefficient of human capital in Changzhutan is higher.However,there is a "three-low" and "three-lack" phenomenon namely,low-talent environment attraction,low-talent performance,low regional and industrial agglomeration degree;and lack of skilled personnel,lack of high-level technical personnel,lack of high-level managerial personnel.In order to solve these problems,we should attach great importance to the vitality of human capital accumulation,adjust the industrial structure,develop education,improve the enterpreneurship environment to attract talents from at home and abroad,build human capital markets,and effectively raise the level of human capital accumulation.
