关于节能减排与电力市场的结合

摘    要:为了加强中国的节能减排工作,2007年8月国务院颁发了《节能发电调度办法(试行)》,该办法规定按排队法优先安排清洁能源发电,常规火力发电厂按等微增率法发电。文中试图分析如何将节能发电调度与中国电力市场改革工作相结合,达到既节能又有利于电力市场改革的效果,并探讨了考虑节能调度的日前发电计划,计费与补偿,年度、季度与月度计划,平衡市场,双边合同,配电市场,节能发电调度电力市场与常规电力市场的比较等问题。

Abstract:In order to enhance the "Energy Saving and Reduction of Pollution" policy of China, the State Council of China promulgated the "Generation Dispatch for Energy Saving Act" in August 2007. By this act the cleanest energy resources should be dispatched according to a priority order, and ordinary coal-fired thermal power plants should operate by equal incremental cost method. In this paper it is analyzed that how to coordinate the "Generation Dispatch for Energy Saving Policy" with the electricity market reform in China in order that both the goals of saving energy and electricity market reform of China can be achieved. And many problems are also discussed, such as day-ahead generation schedule considering energy saving; clearing of energy price and compensation; yearly, seasonally and weekly generation schedules; balancing market; comparison of energy saving dispatch electricity market with ordinary electricity markets; et al.
