节能减排协同体系:基于7E理念的递进闭合系统

摘    要:节能降耗和污染减排是"十一五"规划提出的约束性指标.通过分析如何建立节能减排评价体系、监测体系和考核体系,给出一个新的基于7E理念的节能减排协同体系递进闭合系统.认为建立基于三维组合模型的评价体系、基于SDSS的监测体系和基于BP Neural Network的考核体系基础上的节能减排协同体系研究是实现节能减排约束性指标的必要理论支撑.利益攸关方共同努力、效率的提高、可持续的经济发展模式、生态文明观下的环境改善、区域平衡的和谐发展模式、严格的监督考核机制以及持续稳进的教育体制将是推动节能减排的内在动力.

Abstract:Energy saving and emission reduction is the restriction indexes proposed by 11 th Five-Year Plan.This research sets out from discussion on appraisive system,monitoring system and examinatorial system of energy saving and emission reduction,presents a new settlement including the step-up close design of energy saving and emission reduction based on 7E ideology.
