| 摘 要： | 节能降耗和污染减排是"十一五"规划提出的约束性指标.通过分析如何建立节能减排评价体系、监测体系和考核体系,给出一个新的基于7E理念的节能减排协同体系递进闭合系统.认为建立基于三维组合模型的评价体系、基于SDSS的监测体系和基于BP Neural Network的考核体系基础上的节能减排协同体系研究是实现节能减排约束性指标的必要理论支撑.利益攸关方共同努力、效率的提高、可持续的经济发展模式、生态文明观下的环境改善、区域平衡的和谐发展模式、严格的监督考核机制以及持续稳进的教育体制将是推动节能减排的内在动力.
