| Abstract: | The algorithms of motion compensation,picture down sampling,motion vector re-estimation and rate control,which play an important role in video coding in the DCT domain,are studied and presented in this paper.The coding from HDTV to SDTV in the DCT domain has been implemented on the PC. |
