| 摘 要： | 新世纪的水利发展是关系到国民经济发展的重大问题，而水安全与可持续是水利发展的核心。在当前流域水利发展的新阶段，关键是要处理好水质与水量、防洪和减灾、洪水与干旱等10个方面的关系，从而形成我国社会主义市场经济条件下水利发展的新模式。

| Abstract: | Water development in the new century is of significance to national economy development. At the mean time, water security and sustainability is the core of water development. In the new stage of water development, relationship between 10 aspects, including water quality and quantity, flood control and disaster mitigation, flood and drought, has to be dealt with well so as to form a new mode of water development in the condition of socialist market economy. |
