摘    要:电能计量器具质量管理以检测为主的传统方式,只能对单个检测样品质量作合理判定,无法对公司系统内的电能计量器具质量作出科学、合理的定量评价。针对传统管理方式的局限性,引入全生命周期质量管理理念,利用原有营销信息系统作为数据收集与实施载体,建立以设备供货、运行、退役等阶段质量管理数据为基础的电能计量器具质量评价体系。按照评价体系设定的评价模型从产供货质量、运行故障、质量事件等维度对电能计量器具质量进行综合评分,实现了在"同一标准、同一体系"下对供应商设备质量的统一、客观、定量评价,作为公司开展电能计量器具质量管理工作的重要依据。

Research and practice of electric energy metering device comprehensive quality evaluationbased on quantitative model
Abstract:The traditional measuring way of quality management to electric energy instrument quality, only make reason-able decision for the quality of individual samples, cannot make scientific and reasonable quantitative evaluation for electric energy measuring instruments quality in company. Aiming at the limitation of the traditional management mode, introduce lifecycle quality management philosophy,use the original marketing information system ,as the data collection and implementation of vehicle, establish electric energy measuring instruments quality evaluation system based on quali-ty management data in the stage of supply,operation and decommissioning. According to evaluation model of the evalua-tion system, score the quality of electric energy instrument quality from the dimensions of supply quality, fault opera-tion, the quality and so on, realize objective, quantitative evaluation of equipment supplier quality in the same standard and system,as the important basis for company to carry out electric quality management work.
