试论湖北实行最严格水资源管理制度的目标

湖北省实行最严格水资源管理制度需要有特定的目标和具体内涵,做到“三条红线”指标、监测信息、日常监督管理“看得见”,水资源数量和质量变化规律及承载能力、水资源需求、各类满足经济社会发展的水资源工程“摸得着”,法规措施、水利管理、领导考核、水利人才队伍“管得住”.这需要确立一种理念,打好两个基础,建立三大体系,完善四项工程,落实五个保障,让千湖之省碧水长流.
