农村新型合作医疗制度实施中突出问题探析——基于陕西勉县农村合作医疗制度的调研

基于对陕西勉县实地调研,发现农村新合疗制度实施中面临着健康人群逆向选择、报销比例不高、医疗水平较低、基金违规占用等问题凸显,这些问题严重影响了农村新合疗制度的深化进程。为确保农村新合疗制度健康与可持续发展,政府应从制度完善入手,通过完善合作医疗制度解决逆向选择问题,重视和加强对新合疗保险基金的监管等方面,从医疗供给主体上进行不断地改革、完善与提高,最终满足近九亿农民的健康发展需求。

The prominent question searches and analyzes in countryside new cooperative medical treatment

Based on Shaanxi Mianxian field research, we found that the new rural co-treatment system in healthy people is faced with adverse selection, low proportion of reimbursement, low level of health eare, and funds illegal occupation. These problems seriously affected the progress of rural areas new combined treatment system. In order to ensure the health and sustainable development of the new combined treatment system in rural, the government should improve the system by improving the cooperative medical care system to solve the problem of adverse selection, and attach importance to strengthening the new co- insurance fund treatment and supervision, reform improve and develop from medical supplies on the main constant, to satisfy the demand of nearly 900 million farmers for healthy development.
