| 摘 要： | 国家地质工作可分为常态地质工作和非常态地质工作两类。公益性地质调查队伍的规模和结构,主要取决于常态地质工作的需求。对于常态地质工作中的调查、研究性工作,应建立一定规模、人才梯队合理、业务相对齐全的公益性地质调查实体队伍,推进调查与研究相结合,建立有经常性经费保障的稳定投入机制。对于其他类型地质工作,可建立由部分精干技术人员为支撑、以组织管理为主的精干队伍,建立应急机制,以国家专项开展工作。
