摘    要:对罗瑞-萨维奇问题的解法——万加特纳模型作了相应的改进,包含了项目间常见的各种关系.各种关系间的项目选优方法都可以归结于资金约束条件下独立项目的选优.对目前存在的各种指标排序的解法,分别从理论和实际应用的角度进行了分析,否定了净现值(NPV)、内部收益率(IRR)和费用收益率(B/C),认为只有净现值率(NPVR)或投资净收益率(N/K)可用于排序选优方法,其他方法无论在理论上还是实际中都不能保证结果的最优.

Abstract:The Weingartner model is improved for the solution of Lorie-Savage Problem and the new model includes various kinds of relations among often occurred projects.The project optimization among various relations can be finalized as the optimization of each independent project subject to limited budget.All kinds of index ranking methods at present were analyzed from the perspectives of both theory and practice.Such ranking methods as Net Present Value(NPV),Internal Rate of Return(IRR) and ratio of Benefit to Costs(B/C) are rejected.Only Net Present Value Rate(NPVR) and rate of Net Income to Capital((N/K)) can be utilized to the optimization ranking.Other methods cannot guarantee optimum of the result in(neither) theory nor practice.
