发展腐植酸新型农用工业园，构建新型支农体系

提出建立和完善以腐植酸技术与产品为特色的“立体化”现代支农效应体系，突出“集成创新”与“循环经济”两大特色，坚持“紧扣能源热点．变废为宝，促进农业增值；把脉农户心态，以等值等价的原则实行以货易货或补偿贸易，促进农技推广”的设计思路，探索资源综合开发、产业循环链接、市场互补共赢的“Q”型产业模式，重点培育发展生物质快速热解制油、腐植酸类增效缓释肥料、腐植酸高效低毒农药、腐植酸可降解地膜、腐植酸抗旱剂、腐植酸保水剂、腐植酸一体化营养基质、腐植酸多功能有机液肥、腐植酸良种精选与种子包衣、多功能农业机械等为产业龙头的产业集群，形成完善高效的现代农业可持续发展支撑体系．并在山东省邹城市进行农用工业园示范建设的实践。探索以新型农用工业为支撑的现代农业产业模式．以期成为破解新形势下能源、资源、环境和“三农”等战略问题的有效方案，创建对大农业具有可借鉴作用的示范基地。
