摘    要:小湾水电站规模巨大,又具有良好的调节性能,可对下游各电站乃至云南系统内的水电站群发挥巨大的补偿效益,是澜沧江中下游水电基地的关键工程,也是理顺云南电力系统电源结构不合理状况和满足云南国民经济发展电力要求不可替代的工程,还是国家西电东送的战略工程。

Abstract:Being huge in scale and having desirable storage regulating characteristics the Xiaowan Hydropower Project is a key project in developing the hydropower resources available along the middle and lower reaches of the Lancang River, which could bring about great compensation benefits to its downstream hydropower stations and even the group of hydropower stations in the Yunnan power system ,an indispensable project in terms of streamlining the structure of Yunnan power system and meeting power demand of national economy development in Yunnan Province, and also a strategic project to transfer power from the west to the east. It enjoys such advantages as having single development purpose, adequate pre_construction preparations, favorable technical and economic indexes, competitive electricity price, market and capital funds(equity) being confirmed, small reservoir inundation losses, favorable investment environment, and unanimity of views on and positive attitude towards its development of all the departments/authorities of the province. It is recommended to be included in the State plan of transferring electric power from the west to the east and to start its construction as early as possible.
