摘    要:西柳沟流域属鄂尔多斯市,是水土流失严重的地区,水土保持治理工作进展缓慢.随着鄂尔多斯社会、经济的快速增长,水资源短缺已成为制约当地经济、社会发展的屏障.受农业向工业实施水权转换的启发,由当地政府牵头、企业投资3.8亿元,在流域内修建淤地坝180座,拦截泥沙321万t.经数学模型计算和实测资料分析,工程实施后黄河干流河道减淤226万t;可置换下游河道输沙用水量2 573万m3.节省的输沙水量用于当地的工业发展.

Abstract:The Xiliu Gully,a small watershed located in the city of Eerduosi,is a serious soil erosion region and the soil and water conservation management is at a low level.With the development of economy and society of Eerduosi,the problem of water shortage has become a bottle neck of further development.Aroused by the exchange of water consumption right from agriculture to industry,under the leadership of the local government,supported by 0.38 billion RMB yuan from local enterprises,180 warping dams will be built in order to retain 3.21 million tons of sediment.Based on the calculation by the mathematical model as well as the analysis of the measured data,when the dams are completely built,the amount of sedimentation reduction of the Yellow River will reach 2.26 million tons,which can save 25.73 million m3 of water used for transporting the sediment in the Lower Yellow River.The saved water will play an important part in the development of the local industry.
