| 摘 要： | 进行区域环境影响评价 (REIA)是实行环境与发展综合决策 ,促进区域可持续发展的重要手段 .REIA应遵循可持续发展的要求 ,以环境价值观为理论基础 ,从研究掌握区域环境承载力出发 ,分析并提出区域开发建设的可行性 ,进而提出在区域内部优化产业结构、合理安排布局的建议 ,并强调自然保护和生态建设应作为 REIA的重点得到突出和加强

| Abstract: | Regional Environmental Impact Assessment (REIA) is a k ey means to implement the comprehensive decision on coordinating environment and development and to promote regional sustainable development.According to the re quirements of sustainable development,based on the theory of environmental value s and environmental bearing capacity,REIA shall include the following tasks:Anal yze and put forward the feasibility of regional development,and further propound proposals for structural optimization and rational distribution of industrial s ectors in this region.Importance should also be attached to the protection and d evelopment of ecological functions in REIA. |
